Why selecting HIRARC as part of Risk Assessment?

Risk assessment is an earlier process for preparation and preventing incident. As stated in Occupational Safety and Health Act (OSHA) 1994, under Section 18B, it is compulsory to conduct risk assessment at any workplace.

But why Hazard Identification, Risk Assessment and Risk Control (HIRARC) is become the main choosen method? As we refered to Guidelines from Department of Occupational Safety and Health (DOSH) Malaysia , the Guideline from HIRARC was established since 2008. We can choose any method that exist but most of industry will refered to guideline developed by DOSH. However, if HIRARC converted into Industrial Code of Practice (ICOP) soon, it will become compulsory to choosed HIRARC as the method of risk assessment among Malaysia industry player.
